There's another way to do this, not sure if it still works though.
Disable intro sequence and start game
Open console and type "teleport room173"
Play through the intro until the overseer starts talking about the door not closing
Open console again and type "teleport start"
Facility should be lit.

Just tried it, door to 173s cell is closed when doing teleport room173
