Just translate it, you haven't got to speak with anyone. I'm currently translating to spanish and catalan.
You can just translate it all into .txt files (this is what I'm doing xD)

Hi Garbo, me and a friend would like to have a complete localization of the game in Italian, including papers, text lines and voices. We would do this either with an italian fandub forum or just a bunch of friends (The forum would have to approve the project as well). I'd also like to know if the developers would agree or even put it in future releases.

You need 3 posts to create a topic, because it prevented bots creating spam on the forums, even though I'm pretty sure the bots are long gone, it's still in place.
