[1.3.3] Electrical Center dosen't always spawn in a seed

So I found out in my save of SCP: CB that there is no electrical center at all, making the game incompletable. Now I figure its a bug that its not always generated in a seed.

Are you absolutely sure? There was this time when I had a seed that forced me to go through SCP-860-1 (the Forest) in order to reach another part of the Entrance Zone.
There can also be several bits of disconnected Entrance Zone, so you'd have to cover the map entirely to be certain.

I noclipped through the entire map to be sure, and no such center spawned in my seed. I also noticed I have no Gate A in my seed.

He's right; sometimes the electrical center doesn't spawn. It's been like that for a while, sadly, and why it hasn't been fixed is beyond me.
