Application Error (Unable to start correctly)

Everytime I launch it, even after I extracted it and launched it with and without admin, it keeps saying, "The application was unable to start correctly (0xc0000022)." and then it just says ok to close the window. Nothing shows up or starts at all other than the window with the error. How can I fix this or start the game properly?
