The speed limit of 096 is redacted on the article. So maybe he would run to build enough speed then jump after you.

then he would just jump far though, not high. i would doubt it would get to you on the moon. But, now you're stuck in space.

096 would fuck gravity and fly away. i mean, cmon, he got a guy in a submarine without drowning, why cant he resist the vaccum in the Space?

To get in to space he just runs up a building so fast that the momentum would lift him up til he is out of earth's gravity, in which he will float towards you until he kills you.

He can only travel in a straight path in space.
