I think it would be a good idea. We could see people's maps AND give them incentive for making really good ones. Maybe we could make different contests, divide them into categories, for example:
Creativity Contest- See how good of a map you can make with your imagination. The sky's the limit! Or rather, the tools you're given are the limit.
Realism Contest- Create your own SCP facility! Make the layout as much like an actual facility as you can!
Difficulty Contest- Make the hardest map you can! And don't just spam tesla gates or anything like that, please XD
Now that I look at it, I think this would turn out great if done right.
